Consultation launch and invitation to consultation event

The De Havilland Way Consultation is now live!

We have recently launched the consultation for the proposals of the junction improvements along De Havilland Way, you can find out more information on the designs and provide your feedback here .

We are also inviting you to attend a public consultation event on the proposals on Monday 6th June between 3pm and 8pm at Horwich RMI (2 Ramsbottom Rd, Horwich, Bolton BL6 5NH).

The event will be hosted by representatives from Bolton Council and AECOM, and you will be able to view the proposals, ask questions and provide your feedback.

We look forward to seeing you there!

If you are unable to attend the event, you can provide your feedback on our proposals online, by email or by post by Friday 10th June 2022.

    Have your say on cycle lane enhancements across Bolton

    Greater Manchester has been allocated just under £19million of funding from the Emergency Active Travel Fund (EATF) and Active Travel Fund (ATF). Using this specific funding, Bolton is looking to deliver a number of schemes across the district that aims to increase the number of local journeys made by walking and cycling and to provide attractive, ‘liveable’ streets and public spaces, with slower traffic speeds and safe routes.

    The routes being taken forward were identified as priority routes by respondents to the #SafeStreetsSaveLives consultation for the installation of new cycling and walking infrastructure.

    The schemes focus on the enhancement of existing cycle lanes through road space reallocation and the installation of ‘Wand Orcas’. This type of light separation from the main traffic flow, being the minimum required in all new road schemes in accordance with National Government Guidance Local Transport Note 1/20.

    Promoting more cycling and walking journeys will improve health, air quality, environment and provide economic benefits. We also expect to see community benefits from having more people out and about on the streets moving, chatting, visiting local businesses, and enjoying their neighbourhoods.

    Have your say on major cycling and walking schemes in Westhoughton and Astley Bridge / Crompton Areas

    We are delighted to announce the launch of our Bee Network Consultations for Westhoughton and Astley Bridge and Crompton, which have been developed as part of the Mayor of Greater Manchester’s £160m Cycling and Walking Challenge Fund.

    The aim of both projects is to increase active travel and create safe, pleasant and healthy environments in the neighbourhoods. The council is keen to get residents’ local knowledge on how active travel could be made easier and more attractive in these areas. It is important to note that if you have already made comments as part of the Safe Streets Save Lives consultation that you take time to ensure your comments are also made in the Westhoughton and Astley Bridge and Crompton consultations.

    Proposals for the Neighbourhood schemes could include:

  • traffic calming, new signage and road surface markings;
  • new and upgraded pedestrian and cycle crossings on both residential roads and main roads;
  • changes to the traffic priority on some residential streets to support pedestrians and cyclists; and
  • segregated cycle routes and upgrading footpaths.

    What we have been doing

    The Councils Highways Team has been working closely with the Town Centre Recovery Team to implement a network of footway widenings across Bolton town centre. We have reallocated road space on Newport Street, Knowsley Street and Blackhorse Street as key corridors into the town centre and to support the reopening of shops and the market. This is supported by footpath signing reminding town centre users to keep a safe distance of 2m apart.

    Consultation Analysis and Delivery

    The Bolton Safe Streets Save Lives consultation identified pop-up cycle lanes across the borough’s key trafficked corridors, 88 model filters to create safe streets, safer town and district centres through the implementation of 20mph speed limits, support for school streets and improved pedestrian crossing facilities.

    The Council has been working with the Greater Manchester Combined Authority to submit a bid to Tranche 1 funding as part of the Governments Emergency Active Travel Fund. Bolton Council has initially focused on delivering two key traffic corridors of A673 Chorley New Road and the A6 and has put forward 12 modal filter schemes to take account of your priorities and to enable elements of Bee Network schemes to be delivered early. An announcement on Tranche 1 funding is anticipated this week.

    The Council will continue working through the additional schemes you proposed in order to submit a bid as part of the Tranche 2 Emergency Active Travel Fund anticipated later this month/early July.

    Reopening of the Consultation

    We are now reopening the consultation to enable you to provide more comments on safe cycle and walking measures in support of those returning to work, the reopening of shops and children starting to go back to school. We would also like to hear from you as to how well our temporary measures are working. Please comment and share on social media to ensure we get a clear picture of what our community wants.

    Better Streets – here for keeps

    What we have been doing

    The Council has already started to review the comments made so far and has progressed schemes that are likely to experience high levels of footfall as we move out of lockdown. We are working with contractors to implement pop-up measures within Bolton town centre as well as implementing five school streets across the borough. The Council may not be able to do everything, but we are responding as fast as we can to take account of concerns raised.

    What you are telling us – and please keep posting!

    Many of us in Bolton see the changes we have seen in daily lives in the past two month to offer a view of a changed, better local future. Our Commonplace website has seen nearly 2,000 visitors in the first week and we want to reach many more.     The problem of fast traffic possibly explains why many people do not feel that Lockdown has made walking feel safer – which could have been a consequence of the reduction in traffic -

    Finally, 67% of respondents have said “Yes” to temporary measures to reduce traffic speeds and volume to help with social distancing and protect those out-and-about.
